As a prime contractor, Global Union is responsible for
providing the following types of analytical services to the
Division of Strategic Sourcing and Acquisition Systems (SSAS):
- Provide project support in the areas of integration, scope,
scheduling, quality, risk management, data analysis, and
communications
- Assist SSAS with data analysis from Industry/Government
furnished data in conducting needs assessments, benchmarks,
trends, and baseline metrics and apply other metrics and
measurement tools
- Conduct market analysis and identify industry and other
Federally established “best practices” for identified commodity
targets

The Global Union Sarbanes/Oxley Team provided IT controls audit
support for a Fortune 500 company’s Brazilian subsidiary. Audit
supported IAW Sarbanes/Oxley (SOX) Section 404 requirements
using the company’s framework. Audit assessed financial and
production systems. Audit areas assigned to the Global Union
audit team included maintenance, security, and computer
operation controls. The Team provided process narratives,
assessment, and test controls, developed test plans, and
documented weakness along with recommendations for corrective
action.

The SOX IT Security Audit was to document
the controls surrounding the system maintenance, security,

Since 2001, BSC Systems and their subcontractor,
Global Union, have successfully executed an initial
task and two subsequent follow-on tasks to develop and update
the Federal Student Aid organization’s
standards and procedures for contractors performing independent
verification and validation (IV&V)
support and contractors performing security risk assessments in
support of Federal Student Aid.
The stated objectives of the Federal Student Aid organization’s
IV&V and Security Assessment Handbook include:

Establishing standards and procedures for
performing IV&V activities and security risk assessment
reviews that are compliant with all relevant Federal Student
Aid, Department of Education and applicable external Federal
guidance and directives

Updating IV&V standards and procedures to
reflect new agency System Development Life Cycle (SDLC)
processes and successful BSC Systems/ Global Union
Collaborative IV&V approach

Providing guidance for “tailoring” IV&V
Project Plans and IV&V project activities to reflect the
range of contractual, technical, schedule, and budgetary
constraints
confronting Federal Student Aid organizations utilizing IV&V
contractors

Providing BSC Systems/ Global Union IV&V
“lessons learned” and applicable processes, tools, and
templates that have proven successful on past Federal
Student Aid IV&V projects
